Despatch and the Report of the Commission, I am to add that the Governor in Paragraph 8 of his despatch seems to be under some misapprehension as to the degree in which the Local Audit relieves the Treasurer of his responsibility. Upon this point, however, the Secretary of State is, as the Comptroller and Auditor General believes, entirely at one with him, and he thinks that after the clear manner in which Lord Ripon's views have been expressed in Paragraph 9 of the Draft Despatch, there would seem to be no further room for a continuance of the widespread misapprehension which has prevailed on the subject.

In conclusion, I am to state that so far as he is entitled to express an opinion, the Comptroller and Auditor General considers the recommendations of the Commission as to the future steps to be taken to prevent defalcations both sensible and likely to prove efficacious.
